A letter dated 22 July 1996 from John Kerr, British Ambassador to the United States, to John Holmes, Private Secretary to the Prime Minister, summarising a conversation Kerr had with Anthony Lake, United States National Security Advisor. The conversation covered a telephone call between Lake and Gerry Adams, Sinn Féin leader; bilateral consultations in Belfast the previous week; and the case of James Joseph Smyth's extradition. Lake mentioned that the 'Irish-American lobby' in Congress wanted the United States Administration to pressure the British Government into allowing Sinn Féin into the multi-party negotiations.
