Fax includes the attendance list, and an agenda outline proposed by the Irish Government for the meeting between John Major and Albert Reynolds on 25 September 1993. A key request is that Major and Reynolds discuss 'security issues' privately on arrival before starting a broader discussion on Northern Ireland and EC matters.
