Operation Chiffon was the code name for the intelligence services backchannel communications with the Provisional IRA. The document first gives the recent context to efforts to bring about a permanent peace in Northern Ireland, before turning to the Joint Declaration Initiative. It sets out the two possible ways of pursuing it. The first is to continue to work with the Irish draft, the second being that the British write their own. The Government elected to write a British draft, but this was roundly rejected by Reynolds on the 29 November. The paper concludes by considering the timing and nature of the upcoming 3 December Dublin summit.
