Letter offers a summary of the positions of cabinet members on the JDI. Problems were divided into long term and short term challenges. The Defence Secretary agreed with the aims of the JDI, and with the need to include a specific reference to the constitutional guarantee as well as canvassing unionist opinion. The Home Secretary was more apprehensive about whether peace would follow the Joint Declaration, given Provisional concern about criminal amnesty. The Chancellor was supportive of the JDI, considering it an improvement on previous drafts. He also felt that the inclusion of a constitutional guarantee in the text was vital.
