The document contains a briefing for British Prime Minister John Major that was prepared by John Holmes and issued on 21 July 1996. It provides a brief record of a conversation between Patrick Mayhew, the Secretary of State for Northern Ireland, and David Trimble, the leader of the Ulster Unionist Party, regarding the progress on the agenda and the rules of procedure in the Belfast talks. The report further briefs Major on a meeting between Sinn Féin and the Irish Government that took place on 20 July 1996. In the meeting, Gerry Adams, leader of Sinn Féin, had said that if the British Government were to release a statement along the lines of the text proposed through John Hume, a new PIRA [Provisional Irish Republican Army] ceasefire could be put in place, possibly by late August. Holmes commented that the Irish Government seemed to be optimistic about Adams' proposal, and that the British Government should get back to Hume with new wording while leaving open the possibility of a meeting with Sinn Féin.
