Briefing of the US Ambassador under maximum discretion, relaying the British assessment that a Joint Declaration with too much nationalist-friendly language was unworkable. The principal fear is of a violent loyalist backlash since such formulations would seem to be reminiscent of Hume-Adams. Letter also copied to Timothy Daunt.
