A letter from Martin Howard to John Holmes, summarising the impasse over the appointment of the chairmen, and attaching two papers with potential ways forward. The first had been negotiated by the two governments and was reluctantly accepted by the SDLP but rejected by the DUP, UKUP, and UUP. The second was proposed by the UUP but was unacceptable to the governments because it did not allow for the appointment of Mitchell to the chair. The UUP proposed procedural rules, attached at Annex B, seem to be incomplete.
