YOUR PRESIDENCY PLAYED A KEY ROLE IN FORMULATING THE COMMUNITY'S RESPONSE TO THE COLLAPSE OF COMMUNIST RULE IN EASTERN EUROPE AND IN CONVENING THE IGCS WHICH AFTER AGREEMENT AT MAASTRICHT WILL SHAPE EUROPE OVER THE NEXT DECADE AND BEYOND.
