Included with a covering letter from Bryony Lodge introducing the paper and highlighting its supplementary status. The paper itself emphasises the difficulty of achieving agreement on articles 2 & 3. Although the Irish are more and more open to change, they are likely to add some kind of peace/consent provision without abandoning the territorial claim, which will not satisfy unionists. Includes Annexes A-F laying out extracts from previous papers on the subject, along with quotes from Irish officials on the situation and summaries of recent party opinions expressed during the talks.
