John Major starts with remarks about the city of London and plans for urban infrastructure policy. he goes on to talk about global trade, the European economy, and education. By mentioning the recent Bishopsgate bomb, he brought up Northern Ireland. His points made a positive evaluation of the possibility for peace. He reaffirmed the British position that political talks and a permanent cessation of violence are complementary. He also reaffirmed that there would be no negotiation with men of violence, until they had celearly renounced those methods and joined the political process.
