Letter from Quentin Thomas introducing a new draft of the Joint Declaration written from the British perspective. Difficulty raised with this innovation was that it cannot be shown to the PIRA (to measure their approval) without breaking the British vow to never sit at the table with terrorists. Also notes frustration with the Irish government's lack of enthusiasm for the parallel Talks process alongside an acknowledgement that any JDI draft (given issues over Articles 2 & 3, the consent principle, and the unit of self-determination) will be unacceptable to ministers.
