The statement sets out the process of negotiating the Joint Declaration and its purpose. It also details some of the important aspects of the paragraphs, including the constitutional guarantee and paragraph 4 which was the subject of much disagreement and redrafting. Paragraph 10 also includes the principle of exploratory dialogue with Sinn Fein and a justification of this. This statement would be read before the Prime Minister and Taoiseach make the statements in their respective parliaments the following day.
