Williams' concerns are shared by Chris Maccabe as seen in an enclosed letter. They stem from the view that paragraph 9 of the memo understates the risks of the current draft JD15. He worries that the text as a whole clearly supports the vision of a united Ireland, this is in spite of the consitutional guarentee and the deliberate phrasing of paragraph 4. He is especailly worried about the reaction of the DUP and a "betrayal" narrative. This is even with Molyneaux's acquiescence.
