Andy Wood, director of the NIO Information Services (press officer), reports that the Irish are continuing to put out negative briefings on the British position to the press. Outlines a corrective line to take, which refers back to the Brussels communiqué of 29 October 1993; emphasises that the paramilitaries are ultimately responsible for (not) bringing about peace; and stresses the importance of commitment by both Governments to the political Talks process. Ends with an oblique reference to the continued absence of an Irish draft framework paper, to be further developed. Quentin Thomas has added a suggestion here.
