A letter from Jonathan Stephens to Roderic Lyne, enclosing briefing material for the Prime Minister in advance of a meeting with Molyneaux to discuss the Joint Declaration. See above for a draft sent to Stephens by Tony Beeton; although usually the final version would be filed before the draft, this letter is undated and it seems that they have been filed the other way round. Mentions three enclosed annexes: a speaking note and two copies of JD15, as well as an enclosed pararaph from Michael Ancram. Only the speaking note and the paragraph are filed below. The letter introduces these annexes and then outlines the Prime Minister's objectives for the meeting, which broadly seek to ensure his continued acquiesence to the scheme and promise him a Select Committee in return. It also mentions that Molyneaux came away from his last meeting with Major under the impression that the Talks could procees only on a Strand 1 basis, and stress that this is not a viable approach.
