A memo written by John Kerr, British Ambassador to the United States, covering the House International Relations Committee's request that monitors from the State Department's Human Rights Bureau be assigned to observe the Apprentice Boys march on 10 August 1996. Kerr expressed dislike of the proposal and the hope that the State Department would not reply to the Committee. The first page has two handwritten annotations, a note from John [Holmes] to Edward [Oakden] and a response from the latter discussing US opinions on the parades and the impact of US electoral politics. The memo is dated 31 July 1996.
