This document contains a report on the Hume/Adams initiative which was written for British Prime Minister John Major by his Private Secretary John Holmes, dated 19 July 1996. It provides a record of a phone call between John Hume, leader of the SDLP, and Holmes that took place on 17 July, in which Hume described a meting he had had with Gerry Adams, leader of Sinn Féin, the previous day, in which Adams stated that a statement from the British government along the lines that he had previously proposed would lead to an immediate PIRA [Provisional Irish Republican Army] ceasefire. Holmes outlined the options that were available to the British Government along with their respective advantages and disadvantages, and noted that the Northern Ireland Office favoured a combination of options (ii) and (iii). These options respectively described a situation in which the British Government would return an amended text to Hume, and another in which the British Government would agree to an official level meeting with Sinn Féin. Parts of the document have been removed from view, under the Freedom of Information Act 2000.
