A letter from Cahal Daly, Archbishop of Armagh, to John Major, British Prime Minister, dated 28 July 1996. Daly wrote about the 'imperative' need to reform the RUC [Royal Ulster Constabulary] in the wake of 'events at Drumcree', and listed further concerns about the events, including the involvement of loyalist paramiliatries and the threats of paramilitary violence reportedly made by a 'notorious loyalist terrorist'.
