POLITICAL MOVEMENT AND THE PROVISIONALS
1. I attach a draft note of part of the discussion which was held yesterday between Bishop Cahal Daly and the PUS and I.
2. I would be grateful for the PUS's clearance of this draft before I issue it. The PUS may also wish to consider whether we should have a further meeting of officials to consider the way forward after which we could prepare further advice for the Secretary of State including perhaps submitting a draft note for the Secretary of State to send to the Prime Minister. If the PUS agrees with that line it may be sensible for him to let the Secretary of State know of those intentions at the same time that the Note For The Record is issued.
