Describes a working lunch with Martin Mansergh, taking up an open invitation from Chilcot. He is described as believing there is an even chance that the PIRA will renounce violence after the Joint Declaration, and touched on the need for a fraemwork agreement. British Government focussed on talks, also to put pressure on PIRA. Mansergh emphasised that Paragraph 5 of the Joint Declaration (Specifically, 'it would be wrong...') was probably the sticking point as "unionist veto" and pushed for further clarification of the statement. Inferred that at least some direct phone calls between Irish officials and PIRA were taking place alongside contact through Eames. Joint Declaration had changed something.
