A letter from Jonathan Stephens introducing a draft reply from John Major to Albert Reynolds, drafted personally by Patrick Mayhew. Mayhew seems to have been very upset by the suggestion that the outcome of the Caraher case may have caused issues in relation to the response to the Joint Declaration, and that the Taoiseach brought it up. He suggests that it is the Irish judiciary that is not independent from the executive.
