This document contains a proposal from the British and Irish Governments regarding the remainder of the opening Plenary. It provides an outline for a plan to facilitate progress in the talks. According to the Governments, the parties should seek to discuss/adopt the comprehensive agenda for the negotiations by 24 July 1996. The two Governments also propose that the parties should discuss the recent events in Northern Ireland and that the Business Committee should propose a schedule which would allow them to finish the work of the opening Plenary in advance of the summer break.
