Major had sent Reynolds a British draft of the Joint Declaration which he now rejects. He is frustrated as it suggests the negotiations of the last eighteen months were superfluous. Instead, he feels the current Irish draft is acceptable to Unionists despite paramilitary activity since the existence of Irish-British talks was leaked.
