A letter outlining multiple conversations regarding the 'as of right' sentence in the Downing Street Declaration. Notes that at the time of negotiation, this was understood as being a political and not a legal statement. Butler had been attempting to get that oral agreement down in writing with the Irish, but Mansergh pointed out that this could be disastrous if leaked as the sentence was important to nationalists. He suggested a formula applying to the document as a whole, but Whelan had been unenthusiastic about that given parts of the document refer to legislation. They had decided to let the matter drop.
