This is an internal record of an informal meeting to discuss procedural guidelines and the agenda. Although many of the parties wanted to discuss the rules in detail, the DUP and the UKUP spent a lot of time focusing on defining their precise status. The British government and the Irish government failed to agree a joint sytatement of their position on this. Senator Mitchell invited all parties to respond to three questions on the status of the ground rules by submitting papers to his staff. These would then be compiled and circulated.
