Thank you for your note of 12 June. Unfortunately it is not yet clear whether we have indeed found a basis for the talks to proceed.
The agreement in the small hours of Wednesday morning merely provided a means whereby the agenda and procedures can be reviewed next week. Obviously if there was no attempt in that review to meet our concerns my position would be untenable. Unfortunately when the Northern Ireland Office submitted its paper on this review to the Chairmen on Friday afternoon it disclosed no change whatsoever from the agenda and procedures.
If the Northern Ireland Office maintains this obduracy in the meetings next week then I fear they will be excluding the possibility of moving forward successfully.

David Trimble wrote to the Prime Minister, objecting to the 'obduracy' of the Northern Ireland Office in refusing to amend the agenda or procedural guidelines for the talks. The original copy of the letter is included alongside what appears to be the original fax from David Trimble and two copies of the fax for internal circulation. The faxed version of the letter includes a note from John Holmes, who described it as a 'silly letter'.
