I attach a request from the Secretary of State's Office for advice on this approach from the Reverend Desmond Parsons.
2. I have discussed it with Mr Deverell; and our view is that we should confine the reply to a collection of published documents, which we should offer to the Reverend Parsons for his own information and use, without any suggestion that he would necessarily pass them on to his Sinn Fein contact. The object would be to enable the Reverend Parsons to a clearer view than he presently appears to have of HMG's position.
3. I wonder if you could commission a suitable dossier of relevant recent speeches and statements (clearly including the British Presence speech of 9 November) together with a suitably non-committal covering letter from the Secretary of State's Office (not, I think, from the Secretary of State in person) to the Reverend Parsons.

In this memo, John Chilcot refers to Reverend Desmond Parsons' proposal regarding a seminar on the British Government's position on Northern Ireland for Sinn Féin and requests Quentin Thomas for a dossier of recent speeches and statements discussing the British Government's position. Chilcot planned to pass this dossier to Parsons who could then pass on the information to Sinn Féin. The document encloses Anthony Pawson's memo relaying Parsons' request from 27 June 1991. The memo is lightly annotated.
