Subject: Arms Decommissioning in Northern Ireland
Dear Sir,
Firstly let me thank you for your reply of the 23rd May to my faxed letter to the Prime Minister. I was pleased to receive it and for the Prime Ministers expressed gratitude for my support.
Secondly I should like to suggest that, given the sensitive nature of decommissioning arms in Northern Ireland, a private & reputable arms company should be sought to purchase such arms from all factions at the commercial rate in order to provide some further incentive for giving them up in the first place, and thereby reducing the involvement of ether the military or the police in such negotiations in order that impartiality should be seen to be the order of the day.
I have in mind a company owned by Mr. Samuel Cummings, namely Interarms (UK) Lid, with facilities in Manchester, being an Anglo-American company with excellent references and well known. I should declare at this point that I have worked for this company in the past on a project for the British Ministry of Defence.
The sales director is a Mr John Sayers, the financial director is a Mi Kenneth Hamer. The Telephone number is 0161 83 0701 & their facsimile number, 0161 832 4747.
I hope that this may prove to be of some help.
Yours faithfully,
Iain M Lees.

Ian McGregor Lees wrote to John Ward, proposing that an effective means of decommissioning might be if arms could be bought from the paramilitary organisations by a commercial company. He proposed and provided contact details for such a company. The second page is a note from Ward, acknowledging receipt of McGregor's proposal.
