A note from Donald Lamont of the Republic of Ireland Department in the Foreign and Commonwealth Office to Peter Bell of the Anglo-Irish Secretariat, dated 13 June 1996. Lamont clarified that the Irish side of the Anglo-Irish IGC [Intergovernmental Conference] could be told to go via channels outside the IGC if they asked for specific details on certain prisons issues.
