The document details a phone call between Peter Westmacott, a Counsellor in the British Embassy in Washington, and Martha Pope, George Mitchell's Chief of Staff that took place on 19 July 1996. They discussed the state of the Belfast talks, Mitchell's acceptance of the UUP's [Ulster Unionist Party] proposed 'interim document', and his plan for the Plenary sessions scheduled for the rest of July. Pope expressed concerns about the British and Irish Governments' differing aims for the talks scheduled for the coming week, with the Irish Government severely underestimating the difficulty the SDLP [Social Democratic and Liberal Party] would have in agreeing to an agenda with decommissioning on top. She also voiced her opinion against the idea of Mitchell holding proximity talks, and they discussed the importance of rewarding Loyalist factions for their restraint.
