A short meeting which saw the parties agreeing to adjourn pending further bilaterals and to meet later to consider revised Procedural Rules.
_DETAIL_
2. _Mr Holkeri_ opened the meeting at 10.05. He summarised the current position by stating that some parties had expressed the view that the draft Procedural Rules circulated on 19 June should be more comprehensive. The Chair had been informed that some progress had been made following bilateral meetings held on the previous Thursday. He hoped\, therefore\, that if further meetings continued\, it might be possible to produce amended draft Procedural Rules for the meeting to consider later in the morning. Ge therefore proposed that the meeting should adjourn until 1200 in the expectation that a new text would be circulated around 1100 for the delegations' consideration.
3. _Mr McCartney_\, sought clarification about who would produce the new draft and (a dig at the two Governments) if it would be prepared by the Chairman's Secretariat? He also wondered if it would take into account proposals put forward at bilaterals and would be by no means final.
4. _Dr Paisley_\, interjected to suggest that the revised draft would merely be one agreed by the two Governments. _Mr Holkeri_ replied that the draft would certainly include suggestions put forward by the two Governments. _Dr Paisley_ wondered how the forthcoming bilaterals could have any influence on the draft to be circulated at 1100 hours\, _Mr Holkeri_ concluded by stressing that the draft could take on board any suggestions put forward at the bilateral meetings and that the time table for circulating the draft was merely indicative in order to keep the process on-going.
5. The meeting adjourned at 1011.
