This minute records a series of meetings on 18 and 19 June 1996, covering only material relating to the ground rules and not the agenda. It describes the creation of a composite set of draft procedural guidelines. It then describes an informal meeting at 5pm on 18 June 1996 to discuss the document and the various reactions to it. The meeting went on to comment on the paper in some detail and propose amendments, some of which were decided on. On Wednesday discussion was less productive, focusing more on the status of the rules than their content due to an intervention by Peter Robinson. The minute also convers a bilateral meeting between Dick Spring and Patrick Mayhew and further informal meetings, as well of reports of contact between the Irish government and the UUP.
