A letter from John Holmes, Private Secretary to the Prime Minister, to Martin Howard, Private Secretary to the Northern Ireland Office, dated 24 July 1996. Holmes attached a letter sent from John Major, British Prime Minister, to John Hume, SDLP [Social Democratic and Labour Party] leader, regarding Sinn Féin, an IRA [Irish Republican Army] ceasefire, and the multi-party negotiations, and which Hume then discussed with Gerry Adams, Sinn Féin leader. Hume reportedly asked whether British Government officials would consider a meeting with Sinn Féin.
