Covering letter notes the insertion of a paragraph on 'clarification'. The enclosed paper has been annotated in red ink. Summarises the constitutional parties' reactions to the Joint Declaration and those of the Church leaders, which are all broadly positive barring the DUP. PIRA line has been time, self-determination and clarification, which Daniell regards as stalling. Violence is ongoing. Care needs to be taken over the requests for clarification to avoid seeming to refuse a simple request that might bring about a ceasefire. Ancram bilateral meetings all set to proceed barring the DUP, who are on the fence. The Secretary of State has written to Dick Spring. Meeting of the IGC at the end of January.
