This document summarises the procedural and decommissioning policy discussions on 22 October 1996. It includes the DUP dispute over the involvement of the Business Committee and the DUP leader, Ian Paisley, proposed the body be disbanded. The party’s proposal on decommissioning was also shared, including a change in position accepting a substantial initial disarmament followed by promised instalments unconnected to negotiation progress.
