This document contains the draft reply to David Trimble's letter of 15 January 1991 to John Major. The letter was intended to offer reassurance that the British Government was not talking with Sinn Féin. At the same time, it clarified that some officials inevitably had some contact with Sinn Féin representatives in local matters and constituency issues. The draft letter is undated, and contains some small annotations.
