Describes the impact of the Hume-Adams talks on the political standing of John Hume and the SDLP, Sinn Féin, and the Irish and British Governments. Notes that in case of the failure of the talks, the blame should fall on the IRA. Addressed to the Foreign and Commonwealth Office, Washington and to the British Prime Minister's Office. Some of the text is highlighted.
