Discussions were between the Prime MInister, the Northern Ireland Secretary, the Foreign Secretary, the Home Secretary, the Defence Secretary, the Chancellor, and the Attorney General. The latest JDI was deemed an improvement, but still problematic. It was resolved to seek the opinion of Jim Molyneaux. The legal implications were discussed, principally whether the declaration could be defined as a 'Treaty'. This letter's circulation was restricted to only John Sawers and Robin Butler, after the negative outcome of a subsequent meeting with Jim Molyneaux.
