Maccabe outlines the likely reaction of the Unionists to the Declaration, assuming it will be close to the current draft JD15. His concerns are that most Unionists will instinctively oppose anything that alters the status quo, as they first did regarding the Anglo-Irish Agreement in 1985. He thinks the DUP will absolutely oppose it due to its "green tinge", that is its Republican sympathies as it is aimed at Republicans. He does worry about loyalist paramilitaries, but thinks it is largely impossible to predict any Unionist outcome with certainty. Despite this, he is sure they will see it unfavourable terms, the question is if they can mobilise support for this position or not.
