Letter from Martin Williams to Quentin Thomas recording the liaison group meeting on 24 February 1994. The Irish Government were requested to produce a paper but didn't fully commit to a decision either way and were keen to keep the report to the IGC minimal. The Irish delegation wanted to start anew working from the Joint Declaration, whereas the British delegation was keen to build on previous drafts and other statements of the Talks process instead whilst reaffirming a commitment to the Joint Declaration.
