Fax includes the attendance list, and an agenda outline proposed by the Irish Government for the meeting between John Major and Albert Reynolds on 25 September 1993. A key request is that Major and Reynolds discuss 'security issues' privately on arrival before starting a broader discussion on Northern Ireland and EC matters.

VISIT OF TAOISEACH: 25 SEPTEMBER
1. No 10 will wish to know that the Irish team will be:
Taoiseach
Mr Flynn (Minister of Justice)
Mr Nally, Secretary to the Government
Mr Dorr, Secretary of Foreign Affairs
Mr O'hUiginn, Head of Anglo-Irish Division
Irish Ambassador, Mr Small
2. The Irish Foreign Minister will be in New York.
3. The Irish have asked us to confirm the composition of our side.
4. The Taoiseach would like 20 minutes for a tete-a-tete on arrival to discuss "security issues". I assume this relates to his previously expressed interest in trying to end terrorism.
5. The Irish assume that the rest of the discussion may be equally divided between Northern Ireland and Europe including ERM and 16 October.
