A note from Paul Johnston, Private Secretary to John Wheeler, Security Minister at the Northern Ireland Office, to Peter Bell of the Anglo-Irish Secretariat, dated 24 May 1996. Wheeler disapproved of the Irish side of the Anglo-Irish IGC [Intergovernmental Conference] bringing up 'mundane issues' without notice, and suggested Bell pass on instructions on how to make complaints as a prisoner in the three British prison systems to David Donaghue, Irish head of the Anglo-Irish Secretariat.
