I attach a paper prepared by Simon Marsh
myself. The paper is very much a review of the current state of the Provisionals and political movement. At this stage the final conclusion of the paper is that nothing much is going to change over the period of weeks. However we think it is useful to review this issue from time to time and it is for this reason that the paper has been produced. We will constinue to monitor the situation in the light of the outcome of the political development talks and in the light of any activity on this front over the Easter period. I have not included Ministers on the circulation list though PUS may wish to do so.
