Bell encloses this handling plan, which is a revised version in light of some meetings with officials and the Information Services. He also sets out some of the points made in a meeting that morning. These include that Belfast colleagues strongly argue that a visit to Northern Ireland from the Prime Minister or Secretary of State should immediately follow the making of the Declaration. And that the Information Services are considering the medium in which the statement should be made in order to maximise its persuasiveness.
