Letter from Joseph Small requesting John Major's availability for a meeting between Major and Albert Reynolds. Annotations by Robin Butler suggest that a meeting of this kind could be a way out of the IGC impasse.

Dear Sir Robin
As you are aware, the Taoiseach and Prime Minister agreed in London in February last to meet twice a year, alternately in London and Dublin. As Dublin will be the venue for their next meeting I have been asked to propose a series of dates in November for consideration by your Prime Minister. As of now, the dates in November that would fit into the Taoiseach's calendar are 2, 5, 7, 9, 10, 11 17, 18, 27 and 30. Because of Britain's EC Presidency commitments, December has been deliberately excluded from our planning at this stage.
You will recall that Prime Minister Major has a long standing invitation from the Institute of Directors in Dublin to address them on the occasion of his next visit. I have been asked to ascertain whether the Prime Minister wishes to accept this invitation and, if he does, what theme he would like to choose for his speech. The date would presumably coincide with that chosen for his meeting with the Taoiseach.
Needless to say, it would be very helpful for planning purposes to have a reaction to these proposals at your earliest convenience.
With warm regards
Yours sincerely
Joseph Small
