Letter from Peter Bell to PS Patrick Mayhew Reporting on a Liaison Group Meeting and Enclosing a Report and Speaking Note for a Meeting with Dick Spring

The document includes a covering letter from Peter Bell, reporting back from a meeting of the Liaison Group in the week of 10 March 1994 (within the preceding 24 hours?) which was mostly unproductive but agreed a helpful report. The report is attached and sets out common ground before identifying differences and proposing that substantive negotiation continue without seeking to resolve the differences first. The main differences seem to be that the Irish are more keen to impose aspects of a settlement on the political parties whereas the British want to shift the focus to the Talks process. A speaking note is also included for a personal tête-à-tête between Patrick Mayhew and Dick Spring. Headings include political developments – the need to press on with a joint framework agreement, and the impossibility of an imposed solution – and a line to take on lethal force.
