John Major explains the present difficulties around the Joint Declaration process to Cardinal Basil Hume. He notes that despite the obvious historic opportunity for peace, difficulties still include: the impact of the Hume/Adams dialogue, the ongoing nationalist violence in response to Major's 19 October Brussels agreement with the Taoiseach to reject these talks. The advertised enclosure (of remarks on Northern Ireland from the Guildhall Speech) is not included.
