The record is in a note by David McIlroy, enclosed in a message from Jonathan Stephens to Roderic Lyne. Hume asking for a gesture from HMG, and explaining his own recommendation re Gerry Adams' US visa. Also highlights the distinction between a primary interest in 'peace and reconciliation' rather than the Union.
