A note from Peter Bell of the Anglo-Irish Secretariat to John Michael Legge, Deputy Under-Secretary for Security Policy at the Northern Ireland Office, dated 24 May 1996. The note outlines arguments on whether the matter of Irish prisoners in English prisons is suitable for the Anglo-Irish IGCs [Intergovernmental Conferences], and Bell's agreement with David Donaghue, Irish head of the Anglo-Irish Secretariat, that it was undesirable to spend much IGC time on the matter.
