A memo from Robert Crawford, Private Secretary to the Northern Ireland Office, to Anthony Beeton of the Northern Ireland Office, dated 23 July 1996. Crawford wrote that Patrick Mayhew, Secretary of State for Northern Ireland, was determined to complete the extradition of James Joseph Smyth, despite a proposal by Nancy Soderberg, Staff Director at the United States National Security Council, that Smyth would only be extradited if the IRA [Irish Republican Army] did not agree to a ceasefire by September 1996.
